POSITION SUMMARY:

Directs and administers Agricultural Land Preservation Board work program including the development of policies and procedures; establishment of agricultural areas; promoting and implementing voluntary conservation easement options; producing and managing information and research efforts; conducting on-going community relations toward agricultural land preservation; acting as liaison between agencies and organizations involved in agricultural land preservation including the Bucks County Planning Commission, the Bucks County Soil Conservation District and others; and preparing and managing both an annual operating budget and Bucks County Agricultural Land Preservation Fund.  Provides professional assistance to local government units in agricultural land.  Prepares annual report and other necessary program information.  Maintains positive policy environment and demonstrated level of progress in which agricultural land preservation activity can flourish.

Responsible for direction and administration of Agricultural Land Preservation Board program.  Reports directly to Bucks County Planning Commission’s Executive Director, Bucks County Planning Commission and to the Bucks County Agricultural Land Preservation Board.  Supervises such professional, technical, and clerical staff as may be required and manages both the operating budget and Agricultural Land Preservation Fund.  Will work effectively and independently to introduce new ideas, represent the Board and take initiative required to make the Board's program succeed.

Directs and administers the administration phase of the Municipal Open Space Program including the receipt and filing of required documentation, allocation of funds and field inspections to ensure compliance with the program’s goals and objectives. Routinely coordinates with municipal applicants to coordinate and track disbursement of funds and all required documentation.

Responsible for direction and administration of the Municipal Open Space program.  Reports directly to Bucks County Planning Commission’s Executive Director, Bucks County Planning Commission.  Supervises such professional, technical, and clerical staff as may be required and manages project funds awarded through the Municipal Open Space program bonds.  Will work effectively and independently to administer the funds and projects through completion and take initiative required to ensure compliance with program requirements.

QUALIFICATIONS REQUIRED:

  • Bachelors, Master's Degree or equivalent; or four to ten years’ related experience and/or training; or equivalent combination of education and experience.
  • Experience and understanding of agriculture, land resource assessment, planning, agriculture economics, legal preservation tools including easements and agreements, general real estate principles and public administration
  • Ability to represent the Board through excellent public speaking and writing skills.
  • Good public relations ability, particularly working with landowners, local officials, general public and the media.
  • Ability to review and analyze legislation, local laws and other documents and apply them to the Board's program.
  • Ability to introduce and implement innovative ideas.
  • Ability to supervise personnel effectively and manage operating and capital budgets.
