POSITION SUMMARY:

Responsible for supporting the overall direction, coordination, and evaluation of all departments in the Human Services Division, specifically all financial functions involved in the daily operation of the division.  Duties include the oversight of division/department budgets and personnel involved in the financial operations.  This position reports directly to the Human Services Director.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Responsible for the financial planning of the County Human Services Division including the following:
  • Advising the Human Services Director and County Finance Director of fiscal implications of service related policy decisions, contracts, purchasing, and any other materials that involve expenditures within the Division.
  • Review State and County budgets for the Division and interprets State Department of Public Welfare and federal regulations with respect to financial matters.
  • Review annual budgets and spending projections for individual Departments within the Human Services Division.
  • Participates as part of the Executive Management Team for Bucks County Behavioral Health Systems and monitors all financial matters involved in its operation.
  • Oversees and monitors the fiscal reporting of all grants administered by the Human Services Division.
  • Human Services program evaluation.Assist the Human Services Director in developing qualitative outcomes and meaningful quantitative measurements of success for Human Service Division programs.
  • Maintain database of outcome measurements for the Human Service Department
  • Support Continuous Quality Improvement efforts for the Division as led by the Director.
  • Performs other related duties that may be assigned.

EDUCATION and/or EXPERIENCE:

Bachelor's Degree in a related field or any equivalent combination of experience and training including supervisory/management of staff in a public or private organization.

Experience in or with Public Human Service organizations specifically dealing with mental health, behavioral health, drug and alcohol, aging services and/or child welfare preferred.

Specific vision abilities required by this job include close vision, color vision and the ability to adjust focus.
