POSITION SUMMARY:

Participates directly or indirectly through representation in all conferences relating to the development of policies and practices that relate to the administration of county government.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • At the direction of the Board of Commissioners, is responsible for the ongoing supervision and acts as the primary liaison between the Board of Commissioners and Commissioner-directed departments.
  • Assists the Commissioners in the evaluation of management personnel and makes recommendations for the selection, transfer, promotion and separation of all management personnel.
  • Primary contact in emergency situations; coordinates plans and serves as primary liaison to the Board of Commissioners and all departments.
  • Works with the court system to ensure adequate services are provided and acts as communicator between Commissioners and Court Administration.
  • Communicates and interacts with all elected officials as directed by the Board of Commissioners.
  • Prepares reports for the Board of Commissioners as directed.
  • Attends all public meetings.
  • Arranges for special meetings on matters requiring the immediate attention of the Board of Commissioners and is available off-hours.
  • Performs other duties as assigned by the Board of Commissioners.

SUPERVISORY RESPONSIBILITIES:

  • Supervises all departments included in all divisions – Community Services, Corrections, County Communications, Emergency Services, Finance and Administrative, General Services and Health and Human Services.

  • Master’s Degree or equivalent significant experience in governmental operations.Extensive intergovernmental relations are highly desirable.
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations.
  • Ability to write reports and business correspondence.
  • Ability to effectively present information and respond to questions from groups of managers, clients and the general public.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages and volume.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
